Mega Magnezone will have Levitate. That way, opposing Steel types can still be trapped for the turn it Mega Evolves.

Probably because Magneton is the ace of the third gym leader in RSE and the guy at the entrance of the gym say that ground is strong against electric type, so it would be weird to find trainers with electric pokemon immune to ground moves in that gym.

They use the ground to levitate. Any move like Earthquake damages the ground which will also hurt them.
