Meganium was actually pretty solid in gen 2 competitive play, 80/100/100 defenses were pretty solid back then and it did better than Feraligatr and possibly even Typhlosion.
You're not meant to load it up with 4 offensive moves and expect it to perform like Typhlosion ingame, keep the screens, rely on Body Slam paralysis for leaders and big battles and it can easily outlast several pokémon in a neutral matchup or at least provide support for others. Even more so if you just go Body Slam/Synthesis/Light Screen/Reflect as long as the opponent doesn't resist BS. Otherwise just use 1 screen or replace Synthesis with a grass move if you're willing to heal it with items instead (or Giga Drain later on)
