It really seemed one sided to me.
That Guzma was legit romantic for her...
But she was 10000% too crazy to care about him.

Given that what drove her down the path of psycho was Mohn's disappearance... I'm pretty sure she'd just completely break mentally if he came back.
That is, if she even remembered why she was doing all that.
By the time she became Mother Beast, she basically only cared about the Nihilego.

Guzma has mommy issues. Lusamine was the only elder who saw anything in him. Lusamine was a narcissist who only kept people around her who would help achieve her goal. I doubt she sees him as a genuine romantic interest.
