No because the whole reason Dusk exists is to give Ash his own Lycanroc form to use in the anime instead of having one overshadow the other.

If they made a Dawn form, they'd have to give it to Lillie to ensure it got even close to the same amount of attention as Dusk.

No

Because Dusk exists only so Ash can have his special snowflake pokemon of the season. There's no reason to introduce a Dawn version.

After the announcement of Dusk's evolution method, yes.
Rockruff evolves into Dusk between 5PM & 6PM.
The Alternate World doesn't open until after you battle Lusamine in SM.
Assuming the same thing, you have to wait THAT LONG to get Rockruff to evolve into Dusk in UM, since you either have to go the Alternate World to get it to evolve in the evening...or wake up at 5AM to do it, since it'll be DAWN in UM at 5pm real time.

Maybe they're dropping the different time thing? Unless they already confirmed it's coming back. Technically the version mascots are both Necrozma, rather than Solgaleo and Lunala, so I could see it going away. I thought it would be a little interesting in Moon, but it just looked weird through most of the story and only served to be annoying post-game.

1. It only exists because Ash's frog wasn't enough for them, had to give him another snowflake for Alola.
2. If you check the japanese pokemon website, it yaps at length about Dusk and how you can only evolve it at dusk between 17-17:59. It also says you'd have to wake up between 5-5:59 if you're playing UM while game-time would be 17-17:59
>TLDR : The 12h time difference between versions is their way of incorporating both dawn and dusk into this form's evolution because you have to evolve it during both real-life dawn and real-life dusk depending on which version you play.
In that sense, the wolf really is "twilight"
