No they probably have a mission to do inside the Ultra Space and need special suit to hop between worlds and not have a chance to become mind broke like Anabelle did, i bet we'll get to wear one as well and it's going to be like ORAS with the suits with Kyogre/Groudon and Rayquaza

Just look at it. The placement and the coloring is clearly meant to make them mysterious. If it was just another Lillie dressed up, she'd be much more recognizable.

The Delta episode poster didn't have anything to spoil at that point though. If they were new characters then why are they so shadowed you practically won't be able to see their features in that poster even when their proper art is out.

Maybe when going in Ultra Space, both Anabel and Looker come to help and have these suits. The person opposite of this character has Anabel's hair.

just like we didn't immediately recognize "Totally Not Faba" hidden behind the "misterious coloring"
It's not meant to be super obvious, it's just a little foreshadowing and that's why they didn't show "HEY HEY HERE'S LILLIE IN A DIFFERENT FORM LOOK OVER HERE"

I actually don't think they're new characters, I think they're characters we already know but from a different universe, and possibly with different personalities. Which is a bit different than thinking it's the exact same characters geared up, ready to explore ultra space.

The characters at the top of the poster are not the villain team. They are Lillie, Mohn, Faba and Lusamine/Wick from the past, and it will depict Mohn getting lost in Ultra Space (maybe Faba will be responsible?) They are misdirection, we have not seen the villain team yet.
