It's a well known fact that English was irrelevant until the rise of the US after WW2
Hell, fucking German diplomats adressed British ones in French in 1914
Why? Because they couldnt speak English, and French was the language two foreigners not knowing each others language would use (kinda like English nowdays)
Of course, even though it was the international language, French wasnt as widspread as English is nowdays (thank to mass media), usually only educated people could use it (commoners would most often be able to speak their own language only)
Tl;dr: No one outside of the "British Empire" (aka Britain + a couple of irrelevant hellholes in Africa and Asia) and the US could speak English before US domination
