It would give surf some niche so it isn't completely unused compared to scald. Explosion is pretty good already but a buff to power / utility wouldn't break it either.

Now that HMs aren't a thing, there's basically no reason to run surf ever.

This would at least have it do something more than just be an AoE.

Except being an aoe is super useful in doubles. Surf and Scald exist for the same reason Moonblast and Dazzling Gleam exist or Flamethrower and Heat Wave exist.
