So whats the best ROM hack?
Im lazy as fuck and dont wanna do any research. Ive tried theta emerald ex but its just emerald story all over again with new pokemons. Meh.

Probably pokemon leafgreen version or pokemon emerald. I'm also partial to pokemon platinum, but that's on ds so harder to emulate on YOUR FUCKING PHONE

Depends on what you're looking for. It'd say out of all the 386/493/649/721 hacks it would be things like Nameless FireRed, Thetha/Sigma Emerald, BS Platinum if you can find it, Sacred Gold/Storm Silver, Blaze Black/Volt White 1&2, Rutile Ruby/Star Sapphire and Eternal X/Wilting Y

If you're looking for complete overhauls, stuff like Clover, TPP Crystal Anniversity, Vega (sort of), Prism, and Flora Sky.

Pokemon Prism has a few dumb dialogues here and there, if you can endure that, the gameplay-wise it's pretty god tier.
It has many regions, 20 gyms/badges, you can customize your trainer a bit, it has some pretty interesting gimmicks, despite being a gen 2 hack it has many Pokemon above gen 2, new moves, special/physical split, abilities and more.
Overall, it feels like the definitive singleplayer pokemon experience (or at least, it would be if the story was better). Still worth tho.

I myself have been looking for the fangame that spans multiple generations. Essentially what I remember of it is that it had an eevee who could transform into all the eeveelutions. You were originally were to get one of the three Johto starters, but the thing is your rival this time around stole all three of them.

The plot from what I remember is that the world is in some sort of distortion per game logic, the world shifting in graphics from the old monochrome gameboy games to that of its modern iterations.

My efforts to find this game have been in vain thus far, and would much appreciate if anyone could point me to it.

I mean, it was neat, but as with all OC hacks the story was awful and a lot of the gimmicks were either half baked or just plain bad and unfun. I kind of enjoyed it and I liked some of the ideas it had but the fact that some ESL idiot made this is very apparent both in the way it's written and the way it's played
