Not having a weakness meant that nothing could easily counter it. In the olden days of Haymaker decks ran a bunch of different attackers for weakness matchups.
Like Electabuzz was hands down the baddest big basic in a vacuum, but Hitmonchan countered it, but Scyther and Mewtwo Promo countered Hitmonchan, and Magmar countered Scyther so you'd see all of these cards played. Sneasel's only counter was hoping it janked out on itself since basically nothing but another Sneasel deck could trade with it.
Funnily enough, riptide managed to be an even more brainless deck yet was never banned.
