Why do some Pokemon say their names while others roar and screech?

If Pokemon were named after the sounds they make why isn't Starmie called Hiya?

It's an anime only thing (with the exception of Pikachu in recent years). I guess more human-like, bipedal or more important pokemon characters speak their name while more creature-like or vicious pokemon get weird sounds to fit them more.

Because Legend of Zelda has that copyrighted as Link's name.

They didn't initially plan on it. Ikue Otani recorded her Pikachu audition by saying Pikachu's name, so they went with it. The marketing factor was an afterthought. Most "roars" are still names, like Onix roaring "IWARK" or Charizard growling parts of "Lizardon." It's mostly legendaries that actually roar to make them sound more serious.

I don't think Starmie says Hiya. Staryu does because its jap name is Hitodeman.
