If you want one with full custom region and pokemon only clover is good.
Otherwise for vanilla hacks try theta emerald because it has megas and tries to bring emerald into the present since oras is garbage.
Unfortunately sacred gold storm silver are bad and nothing like blaze volt bw
i have tried numerous others and they all suck badly

Gen V hacks are pretty much nonexistent. Closest thing you can hope for is that the Unity engine being built to emulate Gen IV/V becomes fully fleshed out and people make games for it, but even if that does happen it will take years. The ROMhacking community is complacent in sticking with Gen 1-3 and no major efforts have been done to push Gen 4+ hacking further in a long time.
