it was primarily used as an early route tutorial type for people who didn't have access to stronger moves in late game. They had to make do with tackle and whatever their starters early moves were.

They wanted Rock Pokemon to be a good early game "check" to encourage players to Capture new mons to their party that were not the regional rodent, bird and bug (all shit agsint Rock types). That is why caves were usually placed early on.
