All of Garchomp's common moves are crap against a lot of things, and if you play it right you can usually get a great chance to set up when they have to switch out.
Admittedly that relies on having the right Pokémon at the right time, but being forced to switch against a lot of Pokémon is the risk to choice items' rewards
