Because that would require effort, and Game Freak doesn't believe in challenge modes.
That said, the level disparity between the wild Pokemon and trainer Pokemon actually do make the game kinda challenging desu

It doesn't. If you're not constantly running from encounters then the games are piss easy. I feel like you gain EXP in GSC a lot quicker than the other games.
