The game has a few frames of input delay
There is a very large input buffer, so you can press a button very early (like during another attack animation) and the game will store that input until the next available frame, if you aren't used to your character's moves it can seem like they're coming out slower at times
Moves in general are slower to start up than their equivalents in most other games. A jab in Street Fighter or Smash bros might only be 3 or 4 frames, Pokken fastest moves are like... 11 or 13 frames? SOmething like that, point is they're much slower than other fighting games that aren't Tekken
All these together are probably why you feel the game is laggy, you'll get used to it after a while. Wired vs wireless controller won't make any real difference, unless there's some sort of interference of course.
