That special attack would mostly be used for catching predicted Lando switchins with Draco Meteor and for aforementioned Ferrothorn.
Full list of OU-viable moves: Bolt Strike (mandatory), Dragon Claw/Outrage, Draco Meteor, Focus Blast/HP Fire, Roost and Tailwind. Volt Switch and Hone Claws are actually a meme when everything is already 2HKOd.
Long story short: it's both fundamentally uncounterable and bulky enough to wall anything without supereffective moves or absurd raw power like Mega Medicham, but immunities on both STABs make it very prediction reliant and can easily give opponent free turns if misplayed. Furthermore there are plenty of mons that outspeed and oneshot it from full or almost full HP, all of which have a setup move to take advantage of potential switchouts.
I actually haven't considered Tailwind and how it lets it sweep both on its own and assist teammates, that one can actually make it too overpowered for OU.
