If you go by BW2 standart it could actually be a Black Tower/White Tree Hollow kind of thing with getting Exp and not so much rules but not a real Battle Facility

Yep. You cant have BW level scaling but the Pokemon League goes up tp Level 65 and nowhere much else to battle.
