Realistically they're both about the same. May is better at brute force battling, Dawn is better at coming up with techniques and combinations.

Probably Dawn.
May is probably better in most categories, but Dawn mastered "Dodge and use _____" and "Dodge while spinning!" which are legendary techniques known only by the greatest of warriors.
