I legit think gamefreak is afraid of having too many Pokémon and overwhelming the franchise so they are using forms to pander out a small pokedex.

They don't want to hit the dreaded 1000 Pokémon number or else it risks making the franchise look bloated or impenetrable

Marketing reasons. If they were given separate names and Dex #s they would be given flak for being lazy. By doing this they can advertise it as a groundbreaking new feature.

Stop projecting your own concerns on Gamefreak. They are not afraid of some arbitrary number of Pokemon. They're just fucking lazy and cheap and it's easier to slightly modify existing products than create something totally new.
