Prof. Oak, world-renowned Pokemon Professor, claimed that there were 150 Pokemon, period. It took three years for a fellow Professor in the neighboring region to "discover" more. So right away, has Oak just never been abroad before? Even if Johto was some sort of case where the native Pokemon were hard to find or recently emerging species, this doesn't excuse the rest of the world. From a conceptual standpoint none of the other regions existed at this point, but there's still no explanation as to why no one from Hoenn or Sinnoh or Unova stepped up to counter Oak's claim, or why he even made the claim in the first place. This wasn't when he was young, he was already world-famous at this point. WORLD-famous.
Whenever new Pokemon are added it throws a tremendous wrench into the works because it makes zero sense for them not to "exist" proactively, especially in later games where the Pokemon world is implied to have a form of internet. Gen 2 gets away with it by calling the Johto Pokemon "newly discovered" but later Gens don't even bother with this.
