Either gen2, 4 or 6.
Gen2 polished gen1 a lot and added a lot of things we have seen in modern games.
Gen4 had online and one of the most feature-packed remakes, as well as great spin-offs and events. A huge step up from gen3.
Gen6 modernized the online/competitive/breeding experience, created Bank, added a new type and was the start of big gimmick mechanics.
Gen3 was in many ways a downgrade compared to gen2, except for maybe emerald. Gen5 and 7 had a lot of QoL improvements compared to their predecessors but nothing really game-changing.

-Two new types in Dark and Steel
-Breeding
-Genders
-Held items
-Special stat split, creation of Sp. Def and Sp. Atk stats
-The concept of "special" pokeballs that weren't just straight-up base catch chance upgrades
-Friendship/happiness mechanic
-Pokérus
-Day/Night cycle

This gen did more than any other to shape modern Pokemon gameplay, Gen 4 absolutely also deserves credit for doing a lot as well.

The only things gen 4 did was the physical/special split and wifi. The split is largely negligible for in-game use and the wifi system was horrible to use with the DS. That's not to say they're bad additions, though. This feels more like the gen for hardcore fans than anyone casually playing the series.

Yes and it expanded that by adding interesting (albeit bullshit) and challenging content that would keep the game interesting. I'm not saying that gen 2 is bad at all, but being able to have challenging battles without online matches or friends to battle with will make or break a pokemon game past gen 3.

I haven't touched crystal in a long time but I remember the battle tower being a little lackluster. I just really liked how emerald had an entire UI for the facility as well as the entire symbol system that made it feel like you were completing gyms again. The battle tower takes a much shorter time to lose its uniqueness and then once you beat it you're pretty much done with the game.

Does anyone know why the day/night system was dropped for gen 3 games? They obviously had some sort of internal clock (as seen by the Lilycove Department Store's shop every Saturday or whatever, as well as berries). So why even drop it only to reintroduce it in the next gen?

Gen 4's biggest improvement isn't the storyline, but how it's told. It was the first generation to feel like it was trying to tell a story rather than just having bad guys who exist to stretch the game out. I mean, shit, nobody in Aqua or Magma really had a clear personality.

IVs and DVs are literally the same thing. IV just started becoming the more popular term for them late in gen 2, so people got confused in retrospect as to why they were called DVs in most gen 2 documentation but IVs in gen 3 documentation. Even Bulbapedia finally got off its ass and fixed that misunderstanding (it only took them a decade).

Gen 4 blew its load way too early. They rolled out Literally God: The Pokemon as a legendary in the middle of the fucking series. Every other legendary that has come after immediately pales in comparison. If they were ever going to go this route, they should have saved Gen IV's legendaries for the series finale.

The difference is that we actually learn Cyrus' history and what's driving him to create a new universe. The admins are also characters now instead of just being slightly stronger grunts. Hell, we even get insight into why the grunts are going along with the plan.

It might borrow nearly every beat from gen 3's story, but it was still leaps and bounds above the cardboard NPCs we'd gotten until that point.

And man did they utilize the clock, to a fatal degree, as it ended up killing the cartridges over time.

Honestly just so much stuff packed into that game, it was really great waking up and realizing it was bug catching day or boat ride day.

I wish they had taken this a step further and maybe had special holiday stuff in the newer games, like how Animal Crossing did.

The graphical improvements in Gen 2 were a bigger step up from Gen 1 than the ones in Gen 3 were from Gen 2

In fact the spritework in Gen 2 was so good that Game Freak reused almost every backsprite from it

Maybe. Pokemon and item distribution would be forced to be better though, that might be enough in itself. A lot of the new things were way late in the game because of Kanto.

At the same time two regions in one game is still a highlight of the series.

Actually having a plot through the whole game changed a lot.

Gen 3 may not be the best but it did bring in the most changes in gameplay, second is either 4 or 6.
