The XP you get from only mandatory trainers and gym leaders is far in excess of what you need to beat the game with 0 losses. Just play it.

Last time I played soulsilver I had level problems and only used 2 pokemon because grinding is a waste of time.

It's even easier than GSC.
Will's Jynx having Ice Punch at least made sense, back then.
No excuse for them to not have given her Powder Snow at the very least in the remakes.
