I'm tired of people citing the Pokémon distribution as criticism of the Gen 2 games.

Rare Pokémon are supposed to be a thing. That makes them desirable, revered and catching them at long last becomes special rather than trivial. One of the cool things of growing up with Gen 2 was seeing trainers that had all sorts of rare Pokémon, meaning you knew they existed but had no idea how to get them, which should increase your drive to get them as well as the payoff when you do, unless you're the type to want stuff handed to you that is.

It was one of the few things Gen 7 did right too. Putting Pokémon like Oranguru behind 5% encounter rates in only a single location, and I especially like what they did with Mareanie. Some Pokémon would finally feel rare again, at least if it wasn't for the GTS and the prominence of cheating.
