Yes. Most of them actually. Sinnoh is mediocre-tier.

Torterra is good and Infernape is alright, but their prevos are unremarkable and Piplup's line as a whole is kinda forgettable

Gen 3 was pretty good for their time

At THEIR TIME at least, the other two gens of starters seemed "meh" in comparison.
