What's the highest number of Pokémon you can get on a single cartridge of Gold, Silver or Crystal, no external trading allowed?

In Crystal, you can get as many stones as you like. In Gold and Silver, you have to clone them.

Without glitching it's 199. You guys are probably forgetting how there's literally only one of each evolutionary stone in Gold and Silver, you can't get anymore.
