They probably want people to trade between the forms, since giving all of them wouldn't have the same effect.

just save it on sun/moon and transfer to USUM. since the pikachus start at level one, you can challenge yourself to do a run of it with the pikachu as your starter.

Actually, each Pikachu is a higher level than the last. Only the original cap one starts at level 1.
