Why do the gym leaders of other games not have personality flaws like this? G/S is the only game where the leaders aren't dull blank slates who have no personality and no ideas or goals outside of helping the protagonist evolve into the hero he's destined to be.

Most of the gym leaders only get a few minutes of screentime, they don't need complex personalities. If anything, Whitney and Clair are worse off since they don't get enough screentime to justify their actions, so they just come off as whiny cunts.

No flaws DOES equal bad character though.

They don't need to be complex, they just need to be not boring. It's bizarre how a game on the most limited hardware managed this the best. Later games show the gym leaders more often, even outside gyms, but they're less interesting.

Bugsy is a cool dude all things considered. The worst you can say is that nobody knows what he was doing while Team Rocket was terrorizing Azalea Town. It's a shame he never shows up to compete at the Bug-Catching Contest. Jasmine is also a good person, even if that means she's ignoring her gym duties for other things.

Didn't the manga have them do a Johto vs Kanto Gym Leader tournament because of how much the Johto league was slacking off? I think Jasmine was the only who held her own while everyone else either barely won or got face stomped by the Kantoian leader

imagine if Clair had different dialogue if you beat her using no items in battle. That would actually be pretty cool if certain aspects of the game changed depending in if you beat major battles with restrictions. But of course gamefreak would never implement something like that.
