It's fake foreshadowing, which is what Gamefreak always does. I remember the disappointment people felt when it was revealed none of the Tapus looked even a bit like that.
And let us not forget the statues in the Kalos League. Or the backpacker commenting on his region and its Champion. We thought GF had amazing plans for the next games, turns out it was all bullshit.

The joke is that it's ultimately just a cheap piece of overpriced Hawaiian-looking crap they sell to tourists. A guy in Kalos obviously doesn't know that though, so the player is left thinking it has some kind of significance until they actually play in Alola and see what it really is.

It feels like half their games are unfinished recently - X/Y Power Plant, OmegaRuby/AlphaSaphire Battle Tower, Sun/Moon empty lots. Not to mention the sheer lack of postgame in all three. What the fuck is wrong with GameFreak?
