Garchomp is testament to the fact that you don't need to include wings to have a Pokemon fly, so if you're going to include them, make them look good. Cuckowl's fingers are atrocious, the rounded edges clash with the rest of its sharp design, the lack of green makes them look disjointed, the detached back ruins the entire cloak motif so they look more like curtains, and the large treetrunk arms just disappear when it lowers them. Like how Samurott's swords don't actually fit into their sheaths. You can rag on this shit design all fucking day.
