One could also argue that encountering a Rhyhorn on a Warter Tile, even as a trainer Pokémon is extremely off, frankly it's weird that the tile is the same for both of them, considering the rest of the mess.

Technically you can, in Generation 1 or 2 with glitches

now this is flat out impossible as level is stored as a single byte

I had a glitch in pokemon firered when I gave my traded blastoise a rare candy while I was training in the sevii islands and blastoises level went to 101 and I could continue raising its level like normal. I wish I could remember how I did it

That the edit fucking sucks, the original image had everything wrong but it had features that you could see in the game.
Instead this picture has lol so randum garbage you will never see ingame, like the modified exp bars.

Rotated gender signs (also, wrong color)
Level 0 and 366
Hp is backwards
Color of hp meter is wrong and on wrong side (top is mirrored)
Rhyhorn can't be found on water
Electric attacts don't work on ground types
Zubat and Abra are the wrong names
Charmander can't use razor leaf
Squirtle is not charmander
Squirtle shouldn't be red
The experience meter is totally messed up with orange and yellow, and lengthened
The image is cropped slightly
