The physical/special move split didn't happen until gen 4, so all fire moves are special.
The way I remember it is, if an eeveelution has its type, it's special. Though dragon is also special.
Water, Electric, Fire, Dark, Psychic, Grass, Ice, Dragon. All moves of these types are special until gen 4
