you are solely responsible, and after you write your initial proposal you can't add anything else. The game must also be for 3DS, and it can take advantage of n3DS features, but it can't be n3DS exclusive. The game CANNOT contain "every region" or "every pokemon". Obtainable pokemon must have a valid reason to be accessible.
Your proposal must include :
>the games general scenario and plot; the "theme" of the games/region/legendaries, the objective of the protagonist, the new evil gang/team(s) if there are any; the number of new pokemon/forms if there are any, the number of pokemon in the regional pokedex, the number of pokemon available in the games, the number of gym leaders/trial captains, and their types/themes; and any other info you can provide
