>>33665797Because of the idea that they are purposefully OP and thus only used if you suck, despite the fact that they can and sometimes to end up in PU regardless of their BST.
Some Legendaires are just terrible, their typing is shit, their high BST is thrown in the trash because they have all those extra points thrown into making it a mixed attacker with only special moves available, their movepools are shit ect.
If I'm using an Articuno, its as a handicap, not as easy mode
