Sure, that leads to dumb shit like claiming that Aura Sphere has never been Lucario's signature move, but it's the only way to do it that doesn't lead to dumb shit from the other end, where you have to accept that Charizard's signature move is Flamethrower and (one of) Mewtwo's signature move(s) is Shadow Ball because of the first movie.
And if you aren't trying to """""officially""""" codify what a signature move is, then the point is moot again and you can simply use common sense.
