Because they were starting from scratch and had all the fresh ideas in the world to work with. I really like the Grimer line, doing a sludge type monster that's literally just a pile of sludge, and evolves into a bigger pile of sludge, is smart.

They started the Pokemon Boom and are still the most iconic designs, I agree OP.
Even now that they had to reboot the series they used Gen 1 designs as base for alternate forms.
