Manga has him as the one with most power (he controls the TV media) and who does prove to be the most evil (kills Maxie while looking pretty ok with the concept while Maxie actually looked terrified by it, and hell the requisite was "the one who proves to be the more evil of you two will get this armor" or something). Also funnily enough his manga version got a wish from Jirachi of creating a new Kyogre for him to use.
The anime also has him as the one unleashing Kyogre while Groudon was just trying to stop it's rampage. Sure it was mostly because he absorbed the orb and the orb was actually controlling him, but he was the one who got the bad end here, while Maxie didn't even manage to get to his legendary.
Also his Generations episode sure shows him less cheerful than in the game.
No wonder Archie is seen by most people as the most fitting for the villain role in RSE/ORAS since even other media seems to think so. That and Team Magma having a base hidden in the sea is plain weird.
Now if you mean his ORAS personality as in the ORAS manga arc, well let's just say that staying 4 years fused with Maxie as one being in a weird afterlife place does things to you. He is still an evil ass, but he and Maxie pretty much balanced their personalities between them so now they act more like twins than anything else.
