It's a reference to a scene in the original Frankenstein movie. After spending the whole movie being driven out of wherever he ended up because he was a monster, he ended up near a lake and came across a young girl picking flowers. Instead of screaming and running away like most people, she was innocent enough not to be afraid of him and offered him a flower in the same way Nebby's doing. It's probably a hint that Necrozma doesn't have any malicious intent.

This scene plays at the end of the story, where cosmog (either nebby devolved or died and was reborn) is in another dimension with Necrozma where these flowers powered with light energy grow and hands a bunch of them to it like saying "See, there's no need to attack others to steal their light you can feed off these instead"
