In Gen V they made it work regardless of whether the ally had Plus or Minus and gave them to Electrike, Klink and Mareep.
In Gen VI they introduced Magnetic Flux (Cosmic Power for Pokemon with the ability, affects allies too) and gave Dedenne Plus
In Gen VII they introduced Gear Up (Work Up that works like Magnetic Flux)
Problem is, every user shares common weaknesses or would rather use another of their abilities, Klinklang is the only Plus/Minus user to get either of the moves, making it the only Pokemon that can boost both an ally and itself.
