It only ever happens at conventions or similar environments so it's not as if people normally wear this stuff out and about since most costumes are exhausting to wear and you don't want them wearing out so fast.
Besides, even normal folk typically have positive reactions to cosplay in my experience, some people might find it funny but I've never seen anyone confront a costumer saying they need to get a life or whatever.
