Maxie works better when you consider that Hoenn has a lot of water routes and Pacifidlog is a town stationated in water -over Corsola, but still water-. Maxie being all about human progress does seem to have a point on wanting to make more land for people to live on and get resources for better life quality (which is kinda similar to one of the motivations Lysandre had too, but didn't adress it so well). Also these being Pokémon games, people will side more with Pokémon Life Matters instead of shitty human needs. Also sounds about right for him to use a meteorite.
Archie works better with the whole villain base being on Lilycove and stealing a submarine, while also being blind enough to not see nor calculate how disastrous his plans are, since he isn't a scientist like Maxie or Shelly.
On the bad side, well yeah it's kinda weird that Team Magma has a hidden base on water, which is something that was fixed in Emerald but not in ORAS.
Archie although also works as an extremist who saw humans being assholes towards nature, we already got Team Plasma doing this so he kinda comes as repetitive, not to mention kinda dumb since flooding the world will fuck over non-water type pokémon, and he is all about ALL pokémon.
