During Sun, the Pokemon League was the only point where I grinded a bit. My team was in a level similar to yours, LV45, so I grinded 2 levels for each of them (was using a full team), then used 2 rare candies in each of them, got a team of 49 pretty fast.
You can argue that I still was underleved, but the point of the league is being above the player anyway, lower level doesn't mean you can't win, it's just a bit harder.
