It needs to know Hypnosis. Delete one of those moves (let's say Peck) and replace it with Hypnosis.

The baby will learn any egg move that the male parent knows and only the ones it knows. Your Hoothoot needs to have Hypnosis to pass it down. If you keep Steel Wing and Hypnosis, since Zubat can learn both through breeding, the baby will still have both egg moves.
