I had never used one before my current Gold playthrough and he has shot up from "shitmon" to tied for my favorite Electric type alongside Lanturn. His Gold sprite is honestly among the best sprites in the series

Assuming you havent skipped any trainers, you should be able to buy it on your first visit to Goldenrod. Perhaps by the time to you hit Ecruteak, at worst. Stop being such a baby.

I sent all my money to mom so I couldn't just buy a zillion repels and revives and shit. I also blew almost all my money on vitamins trying to brute force my Eevee to evolve. So now its either grind against the E4 for money or play the slots for seven hours.

Can't you just buy soft drinks instead of potions and use those to both heal on the cheap and increase happiness at the same time?
Anyway, in VC Silver I caught one from the Mahogany Hideout and grinded for Thunder in Goldenrod. Definitely a great addition to the team, the same way it was MVP in VC Red.

I'm aware, but after that, to actually damage things you can only use either Take Down or Dynamic Punch. Wich isn't optimal.

Phanpy still doesn't. Donphan is a little better now, but originally only got EQ at 49. Phanpy is still impossible to use in-game without good TMs.
