There could be a hold item that gives you another moveslot. Or a hold item could be a "toxic battle machine" which lets any pokemon use toxic in battle
Or I've kind fantasized of every single species of pokemon having a "signature" fifth move. Like every dugtrio knows dig, and every electrode knows explosion. They could do this as a way to balance shitty pokemon by giving them great free moves, add variety to the metagame by offering interesting utility moves that aren't worth the moveslot, or just add flavor to pokemon, because it's dumb that a pokemon whose entire concept is around punching can't always use a punching move.
