You argument is invalid considering how it is possible for a player to hit 3 hydro pumps and 2 focus blasts in 1 game and not miss any. It is possible, therefore the drawback in this instance doesn't actually exist. A drawback should not be something that can hinder one player and not the other. It is too unstable and not deterministic enough.
To amuse the notion of balancing 'OP' moves, why not look at their accuracy and make it so they will only hit on certain numbered turns, i.e.:
Hydro Pump has 80 accuracy, it will 100% miss every 3rd turn (turns 3, 6, 9, etc.), but will 100% land every turn otherwise (turns 1, 2, 4, 5, 7, 8, etc.)
Focus Blast has 70 accuracy, it will only hit every 3rd turn (turns 3, 6, 9) and will miss every turn otherwise. To avoid abusing Hydro Pump twice and then Focus Blast every third turn you could change this to be every 3rd turn but will hit on the 1st turn (turns 1, 4, 7, 10, etc.).
Or as an alternative, these moves need to be 'recharged', however unlike Hyper Beam, you can still use another move or switch out.
