Originally it was printed as a part of PokéKyun Collection, its main purpose is to be a very pretty holofoil to put in your collection. That mini-set included a few competitively viable cards, but all of them were reprints with alternate art like pic related.

Not really but instead they power creeped HP on the new GX Pokemon . But it's still better than last gen simply because everything doesn't revolve around pre-evolved basic EX cards anymore and stage 2s are good again

It's not a retarded powercreep though, sure now the old cards are shit, but that was the intention.
If you calculate damage considering cards have higher HP too, the game is actually more balanced than what it was before.
