It's obvious that catching Ultra Beasts in their own worlds is going to be postgame content. The player has no reason to be going and doing that beforehand, they aren't terrorizing Alola. And you need to ride Solgaleo/Lunala to get there, and they get eaten by Necrozma at the climax of the story. I imagine you don't get them back until you're on your way to the Pokemon League, just like in SM.
That doesn't mean there can't be UB content in the main story anyway. I'm not going to get my hopes up, but just expanding the quest is a huge step in the right direction. I hate that the UB Capture quest in SM couldn't even be bothered to give them overworld models.
