Horses usually are measured by shoulder, but in game they are measured by "total" height too, rapidash gets a few more inches because of the horn for example.
Its weird to measure like this. For example, in birds like Mandibuzz, do you measure with stretched neck? In the case of horses, and rabbits, you're measuring the hears too, which gives them a few more inches, etc.
Also, i think that the ORAS protag. seems to be closer to 5'03 than to 5', not sure.
