I think it's all the stuff they wanted to get in but couldn't because they were afraid to delay. It's pretty obvious they WANTED stuff like giving each UB its own area and all that cool shit, but they ran out of time and had to just stick the UBs they already had into random areas for the postgame. I think SM went through a lot of sudden changes and tweaks very late in development, so they had to just say fuck it and finish it all up in USM

i played RB, GS, RS without touching the third versions until i got an emulator and didn't had a problem missing the presence of a female character or the Battle Frontier (didn't play DP i waited for Pt but i think the only problems were the retarded regional dex and the slowness of everything)
Only one you could argue was BW because it removed a lot in favor of the story, but AT LEAST BW offered a complete and somewhat enjoyable story unlike SM and didn't even rehash it for the next versions

the unfinished versions already sell 15 million+ so why wait?

It's the same logic as Capcom uses with Monster Hunter, rush out the first version to sell to most people, and then double dip with the hardcore fans with the G version/3rd version
