Burst and Assembly were introduced the same way as other Legendary UBs, but could this mean we're getting new regular pokemon in the form of UBs with less legendary stat totals?

I think it more or less means UBs wont be seen as legendary past gen 7

They're special in this gen because they're new and were rare in SM but they're probably not gonna be seen as legends

Not necessarily. It was fighting against the trainer's Dartrix, and you fought a Nihilego around the same in SM, with an aura boost, no less. Granted you didn't have to beat that Nihilego, but you also don't necessarily need to beat this trainer to progress either.

Fun fact: you can lose to the first Lusamine fight in SM and still progress

UBs are the regular and legendary pokemon of another dimension so yes, some UBs can actually be normal pokemon as well.
